When you have Optional fields on a document that you want a client to complete it displays a blatant "Optional" label. This is a deterrent from having them provide the information. Given they might not have all the information that is highly desired, we do not want to set the fields to Required and have to explain what to do if they don't have that information.
In addition, the "Next" button that guides a person to Required fields, totally skips optional fields. So if there are 10 optional fields, and only the signature is required, clicking Next would jump past all the other fields, which is even a bigger deterrent to them providing the optional info that the first thing mentioned.
