If a Committee needs to review the document, then it's really time consuming / unrealistic to expect a prospective customer to forward the email multiple times. In this day and age, its expected to forward to many users in one action.

Workflow:
1. Assign all fields to one recipient and send to them
2. They forward the document to a second person who fills in some fields
3. This second person forwards the document to a third person who fills in the rest of the fields -
