Send an email to specific email or group of email once a document is completed or status changes

Once document is completed, we'd like to send automated e-mails to specific people to take specific actions. A table where we can add e-mails, and description of what needs to be done, to be sent after a certain number of days after document status is 'Complete'. Also, the capability to add cc's on each of the e-mail messages. This will be extremely helpful! Thank you.
