Lock fields position on a template/document

I have a customer with Sales Reps that are moving fields and creating major problems with documents going out to customers. Content locking does NOT solve the problem b/c they can still move the fields. Need a way to not only lock content, but ALSO be able to lock fields into position. Customer has threatened to churn without this feature request.

I know this does not have a lot of upvotes, but it mustn't be too difficult to implement, and it seems vitally important. For some reason, text blocks ALMOST have this feature correct, but if you lock the position, it automatically locks editing the content. Why couldn't you allow either or? Why must one be determinate of the other?
Also, Fields should have this same feature. I should be able to allow my general users to edit the content but not edit the position.
The issue we are running into is we, as admin, build our company templates, and the salespeople create documents based on those templates. When they go to fill in the content, they can also edit the positioning of the fields and blocks. They should not have this access. We want them to be able to edit the content but not move the boxes.
To sum up: please add a position lock that still allows content editing. Thank you.

Remove the ability to add fillable fields from document senders when creating a document from a template.
