Allow for imported PDFs containing a TOC to work the same as our TOC in the editor, when they click on a section from the TOC it will take them to the corresponding section in the document of the imported PDF.

Specifically, this would help if a user wants to pass in an existing document that ought to be referenced in the tables of contents. For example, maybe they would have some hidden text (white on white background, for example) that says something like:
<Heading2> Some Title <Heading2>This can currently be done with things from the content library, but some users may regularly import unique PDFs from a 3rd party quoting system.
