Current process:

1. Create a new template OR create a template from an existing document and then polish it up
2. Create document
3. Realize there is no approval workflow
4. Convert to template
5. Add workflow to template
6. Create document
7. Delete document that was originally created in Step 2

As long as it is in draft form, it seems like I should be able to add an Approval Flow regardless of it being a template or document.
