Administrator license - to be used by the account owner to still have access to invite users and manager roles and workspaces, but does not need to create, upload, edit, send, or even read and approve docs.

Thank you for taking the time to leave your request. We have great news – the option you are looking for already exists. There is an option to create a custom role where document creation is not allowed, but a user can manage roles and workspaces. For more information, please follow check the link below:
